Performed activities

The Global Laboratory Leadership Programme (GLLP ) is a collaborative initiative of six leading organizations working in the human, animal, and environmental health sectors. It aims at providing laboratory leaders with the knowledge and skills to ensure that laboratories can effectively play their critical role in the detection, prevention, and control of diseases.

The GLLP founding Partners are the Association of Public Health Laboratories, the Centers for Disease Control and Prevention, the European Centre for Disease Prevention and Control, the Food and Agriculture Organization of the United Nations, the World Organisation for Animal Health, and the World Health Organization.

To inform the development of the frameworks and tools we:

  • Performed a review of monitoring and evaluation frameworks and tools available for similar training programmes;
  • Reviewed 66 documents from the GLLP material;
  • Collected inputs from 14 GLLP Partners’ staff members through a dedicated online survey;
  • Conducted seven semi-structured interviews with staff from the GLLP Partners.

We then organized and facilitated two workshops for the GLLP Partners to reach a consensus on the framework and tools:

  • one half-day interactive face-to-face session to review the proposed categories of the frameworks and their objectives and topics;
  • two online interactive sessions to review the draft frameworks and tools, and identify best modalities for implementation.

The frameworks include from 16 (implementer level) to 31 indicators (global level) grouped in nine main categories (Figure 1). For each indicator are specified: its intended use, target, data sources, disaggregation modalities and means of computation.

We provided a data management tool in Microsoft Excel format to collect required data and automatically compute and visualize the indicators at the local level (Figure 2).

In addition to the framework and tools, we provided an action plan describing next steps for their implementation and dissemination, along with technical recommendations for the development of a monitoring and evaluation data collection, management, analysis, and visualization infrastructure.
