Objective: Support a new assessment of IHR capacities at points of entry, recognize areas of improvement and remaining gaps, and identify priority activities to be put in place at short and medium term to strengthen IHR capacities at PoE.

Performed activities

The International Health Regulations (2005) (IHR) outline obligations and recommendations for countries to better prevent, prepare for, and respond to any type of acute public health risk, including at points of entry (PoE), i.e. international ports, airports and ground crossings.

Previous evaluations had been performed in 2019 and 2020 to monitor IHR core capacities at PoE in Kyrgyzstan.

A joint assessment team composed of staff from the WHO Country Office and representatives from the various sectors involved in PoE was assembled to perform a new assessment of IHR capacities at eight PoE in the country.

We developed and provided a tailored data collection tool to the assessment team to ensure collected information was relevant to the project objectives and comparable with previous assessments.

We retrieved and collated data from:

  • the new assessment;
  • the 2019 and 2020 assessments;
  • data from the 2019, 2020, and 2021 annual self-reporting to the World Health Assembly.

Data was analysed for each topic presented in Figure 1, distinguishing IHR designated and non-designated PoE.

We complemented the assessment results with a desk review of international guidance related to IHR capacities at PoE to inform recommendations on potential strengthening activities.

We developed an evaluation report and its supporting slide deck with:

  • a description of IHR capacities at PoE and their evolution in recent years;
  • priority activities to confront identified gaps and challenges and strengthen PoE capacities.

Results were provided for the whole country and separately for each PoE.
