Review of monitoring and evaluation modalities in health emergency events
We conducted a scoping review of monitoring and evaluation guidance and tools for health emergency events along with an analysis of current monitoring and evaluation practices during WHO response operations. Results informed recommendations for improving WHO monitoring and evaluation during health emergency response operations.
Stengthening AMR coordination and surveillance in Kyrgyzstan
We reviewed 42 relevant documents, conducted a mission in the country with of 15 interviews and site visits, and held a workshop with 23 participants. This work provided tailored recommendations and strengthening activities to improve coordination and surveillance of antimicrobial resistance in Kyrgyzstan.
Evaluation of MSF’s Lassa fever project in Abakaliki, Nigeria
We conducted the endline evaluation of the Abakaliki Lassa fever project implemented by MSF (Doctors without Borders) in Nigeria through a literature, web and document review, key informant interviews, quantitative analysis of project medical and activity data and a working session with the evaluation Consultation Group.
One Health surveillance for zoonotic diseases
We reviewed 60 relevant documents, performed a mission in the country with the conduct of 13 interviews and site visits, and conducted a series of consensus meetings. This work provided tailored recommendations and strengthening activities to improve collaborative surveillance and response between human and animal health sectors for zoonotic diseases in Kyrgyzstan.
Digitalized assessment tool of national early warning and response capacities
We updated and digitalized the WHO EURO tools for assessing and strengthening early warning and response (EWAR) capacities at the national level. Assessment tools were tailored to be used in routine or during an emergency situation. The digital tool is composed of a mobile application and a R-Shiny application.
Risk-based approach to international travel-related measures in Kyrgyzstan
We conducted a scoping review on risk-based approaches to international travel-related public health measures, the results informed the development of a strategy and procedures that were discussed with country stakeholders in Kyrgyzstan.

Dashboards for monitoring the COVID-19 WHO Strategic Preparedness and Response Plan
We developed two R-Shiny dashboards to track global progress of the COVID-19 Strategic Preparedness and Response Plan 2021, one publicly available and one for WHO internal use.
Internal review of WHO response to Ebola outbreaks in the DRC
We supported the WHO in performing an internal review of its response to the recent Ebola outbreaks in the DRC. We identified the main challenges faced, best practices implemented and recommendations for strengthening WHO’s emergency response capacity through a literature review, a four-day workshop with 32 staff and partners, and 25 semi-structured interviews.
Emergency operations centre and its integrated epidemiological platform - Kyrgyzstan
We pursued our support in the implementation of the public health emergency operations centre in Kyrgyzstan through the provision of standard operating procedures and of an integrated epidemiological platform.
IHR capacities at ground crossings and cross-border coordination
We performed a situation analysis of current preparedness and response capacities at ground crossings and of existing cross-border collaboration and information sharing practices in Bangladesh, Bhutan, India and Nepal. We identified the main challenges faced and recommendations for strengthening capacities and practices through a literature review, an online workshop, and 13 semi-structured interviews.
Analysis of IHR core capacities at points of entry
We extracted and analysed the data from 96 Joint External Evaluation reports to identify best practices, gaps and challenges, and recommendations to strengthen core capacities at points of entry. We completed these results with the analysis of self-annual reports from 194 countries between 2018 and 2020.
End of project evaluation - Regional Action through Data
We performed the end evaluation of the 2016-2021 Regional Action through Data project in West Africa and the Horn of Africa. Through the review of project-related documents and the conduct of 20 key informants’ interviews we evaluated the relevance, coherence, effectiveness, impact and sustainability of the project and provided recommendations to improve future similar projects.
Advance integrated surveillance in WHO EMRO
We performed a scoping review on the integration of data collection and data management processes for public health surveillance. We conducted a mapping exercise of country health data collection and management activities at the WHO Regional Office, and organized and facilitated a workshop for strengthening integrated public health surveillance.
WHO Event Information Site training course
We analysed interviews with users of the WHO Event Information Site to understand their use of the platform. We provided a training plan and facilitator’s guide for an online course on the WHO Event Information Site and evaluated its first iteration.
Interactive data visualization dashboard for a WHO risk mapping tool
We developed an interactive dashboard for visualization of data collected by the WHO Strategic Tool for Assessing Risks. The dashboard can be created through an R package and shared as an HTML file. Automated aggregation of new data is integrated.
COVID-19 monitoring dashboard and support for an emergency operations center and integrated information system in Kyrgyzstan
We provided a COVID-19 monitoring dashboard for decision-making, a concept note for the implementation of a public health emergency operations centre and recommendations and specifications for an integrated health information system.
Strategy and evaluation tool for strengthening national early detection and response capacities
We developped a step-by-step strategy and a companion evaluation tool to strengthen early detection and response capacities in the WHO European Region high-priority countries. The strategy and tool were pilot-tested in Kyrgyzstan and Georgia.
Scoping review of public health events during mass gatherings
We provided a scoping review of published experiences and lessons learned related to the preparation and management of any type of public health event during mass gatherings; and published experience frameworks and tools to better prepare and assess public health legacy of mass gatherings.
